It’s a spiral that incorporates and draws benefits and experience from previous lives, ensuring that following life will be better. Those who sinned will try to change due to their guilt and remorse.
Because this management focuses on promoting one’s growth, progress of civilization is also very fast. Since reset doesn’t occur, like in Daten Naraku or Eigou Kaiki, mankind can go in any direction and hold potential to surpass civilization that created Throne itself.
Rinne Tensei visibly differs from other Heavens. While most Gods use their authority to forcer humans to obey them and bring them under their jurisdiction, Marie’s law is that of complete altruism, “feel happiness by making others happy”.
The best feature of this craving however, is coexistence of Hadou Gods. Because of Hadou God’s characteristic to “repaint everything”, they collide with each other regardless of their intention. On the other hand, Marie’s law doesn’t harbor a concept of expulsion, hence she will hug and accept even other Hadou Gods. Even if new Hadou God is born it won’t eliminate Marie, but coexist in her embrace. However, this ability itself has limits. During a story of Dies irae, keeping three Hadou Gods was her limit. More than that would be too much for a Throne.
Ironically, such a huge freedom in its principle is also its biggest weakness. It doesn’t hold any function to fortify herself from others since it accepts everyone by its nature. This applies to monsters such as Hajun. He didn’t had any problems to invade her Throne and his overwhelming power was enough to destroy her function of coexistence, bringing her at his mercy.
This also means that any desire can be born, due to aforementioned “freedom in happiness”. Group of depraved heretics, Jashuumon, trying to undo her reign (“such a boring universe” they spoke) can exist as well. Ultimately, this was seed to produce next Heaven, one that would end her reign.
Observer of this world is a member of Jashuumon (note: since Yusa Shirou still does exist in this world, it’s unknown if at this point he still is an Observer; in the next world/Kajiri Kamui Kagura he’s one, but KKK is just an What IF scenario. Also, it’s unknown whether it’s possible to have multiple avatars that aren’t autonomous).
